Why this site exists
Losing health coverage is a moment when accurate information is unusually hard to find and unusually consequential. The searches people make — "is COBRA worth it", "can I cancel COBRA", "what happens if I decline" — mostly return either government pages written in regulation language or lead-generation sites that want a form filled in.
We built the thing that was missing: plain explanations of how the rules actually work, sourced and dated, with a real phone number to a licensed agent when the answer depends on your own circumstances. Which, in this subject, it usually does.
What we are, precisely
- We are not a government website or affiliated with any government agency.
- We are not an insurance company or an insurance agency, and we do not sell insurance.
- We are a publisher that connects callers with Clearline Health Insurance (National Producer Number 19024830), a licensed insurance agency, and is paid for that connection.
Our research
We publish the State COBRA Exposure Index, a measure of where losing employer coverage hits hardest, built entirely from public federal data and refreshed monthly. As far as we can establish it is the only current state-level estimate of its kind — the most recent public figure on COBRA take-up before ours was based on 2017 data. It is free to reuse under a CC BY 4.0 license.

Are you a government website?
No. We are not affiliated with, endorsed by or sponsored by HealthCare.gov, CMS, HHS, Medicare or any government agency.
Are you an insurance company?

What are your hours?
9am – 6pm, Monday through Friday ET. Closed Saturdays and Sundays. The site shows whether agents are available right now.
Do you have an office I can visit?
No. We are not a local agency and do not claim to be. Health plans are priced by county rather than sold in person, so a licensed agent can help you wherever they are.
Can I use your data?
Yes. The State COBRA Exposure Index is published under a CC BY 4.0 license. Cite us and it is yours to use.
